TPCA Bulk Agreement Clarification
Several questions and concerns have arisen over the past few days in regards to video, phone and internet bulk services. This message is an effort to address some of these questions and concerns.
Time Warner video (cable TV) bulk agreement:
If you own property in a condominium, you are not affected by the termination of the TPCA video bulk agreement. No action is required. Your condo association is covered under a separate contract for cable TV. If you have questions concerning your video service, please contact your condo association Board of Directors.
If you own property that is considered a single family dwelling and you have been enrolled in the Time Warner video bulk agreement, please follow the instructions provided in the previous email messages. That is, either call one of the Time Warner sales representatives listed in the email or go to the TPCA admin. building and speak with a Time Warner representative to change your bulk service to a personal retail account or to cancel the service.
If you own property that is considered a single family dwelling and you have not been enrolled in the Time Warner video bulk agreement, no action is required.
What about the TPCA’s phone and internet bulk agreement with Frontier Communications?
The Frontier phone and internet bulk agreement is effective until February 2016.
If you are currently enrolled in the Frontier phone and internet bulk agreement, you are committed to stay with Frontier until the end of the current calendar year. Any property owner, regardless of whether you live in a condo or a single family home, may enroll in the Frontier bulk agreement.
A special enrollment package is being developed for the condo property owners which will state the different features and menu of services with costs that will be released by the end of January. The prices for the condo packages contain options to meet the needs of rental units versus full-time residents units.
The advantage to Frontier bulk agreement is the level of service provided at a set price which will remain the same for the four remaining years of the contract. If you are interested in enrolling in this bulk service, forms are available in the TPCA business office. You can enroll anytime during the year. Condo enrollment forms will be available by the end of January.
If you wish to withdraw or revise the terms of your Frontier bulk services, there is a “change or opt out” period each December. You must declare your wish to discontinue the bulk services for the following calendar year during the “change or opt out” period in December. If you withdraw during the calendar year, you will be charged the bulk agreement monthly fee until the end of the calendar year. This is one of the key terms of any bulk agreement.
Update: Time Warner TPCA Video Bulk Agreement Customers
(This message does not apply to sub-association video customers; it applies to TPCA Time Warner video bulk agreement customers only.)
If you are unable to attend one of the appointment times listed below, please contact one of the Time Warner’s Concierge Sales Representative prior to January 21. If you do not contact Time Warner, you risk having your video service being disconnected, and will be subject to a reconnect charge. The Concierge Sales Representative will collect the required information from you which will eliminate the need for you to complete any forms. Therefore, no enrollment forms will be posted on our website as previously stated.

On-site Appointment Times: Time Warner representatives will be at the TPCA administration building to assist you in transitioning your account from the TPCA video bulk agreement to a Time Warner video retail account if you wish to do so.

How do you enroll? Complete an enrollment form and have an idea of what Time Warner video services you would like to enroll in such as HBO, HD, etc. Time Warner staff will be on hand to assist you as needed.
If you do not wish to continue with Time Warner video service, please complete the required form to discontinue the video service and make arrangements to sign-up with an alternative video service provider before January 20. The bulk agreement contract expires on January 21 and Time Warner video service will discontinue at midnight January 21.
The form(s) will be placed on the owner’s website so that owners can have the option of completing the form and following the submission instructions on the form.
Disclaimer: The TPCA Board is not endorsing Time Warner as a video service provider. These scheduled transitioning visits manned by Time Warner staff are solely for the convenience of current bulk agreement participants.

As the 2012 New Year begins and the TPCA video bulk agreement expires on January 22…
The Design Review Board (DRB) and the TPCA Board of Directors have joined together to provide you with current information as it relates to video service provider choices.
If you choose to remain with a cable television service provider for video:
The bulk agreement portion of your current cable service (the basic cable service fee) will be converted to the retail rate and will appear on your next monthly bill from Time Warner. You do not need to take any action for this change to occur. Your service will not be interrupted. Time Warner should provide transition information as needed.
If you are contemplating an alternative video service such as a satellite service provider:
In accordance with FCC regulations, the Design Review Board (DRB) has revised the Standard for the installation of satellite dishes as follows:
Volume II, Section IV, A16:
Satellite dishes: Satellite dishes are allowed without prior approval by the DRB. However, DRB written notification is required after installation. Consideration should be given during placement so as to minimize view of the dish from the street or golf course. Installation by long-term tenants in single family houses must not cause any damage to the house or property.
If the installation of a satellite dish requires removal of a tree, a tree removal application must be made to the DRB for authorization to remove the tree in accordance with the Tidewater Tree Policy. The Tree Removal Request form is available on the owner’s website at www.tidewaterhoa.org or at the administration office. Tree removal is strongly discouraged and the DRB will be happy to work with the installer to find an alternative to removal of a tree. The pruning of limbs to accommodate the installation of a satellite dish is acceptable and does not require DRB review or approval.

Welcome our Tidewater Plantation Community Association (TPCA) Property Management Company, KA Diehl and Associates, Inc.
The TPCA Board is pleased to announce that we signed a one-year agreement with KA Diehl today, December 30. The agreement included areas that were “lessons learned” from previous agreements. Our association attorney informed us that it is one of the best contract agreement documents that he has reviewed.
The transition from Omni Management to KA Diehl has been smooth. Key points to confirm as part of the transition are the following:
- TPCA invoices have been reviewed and processed on a weekly schedule; all current
- Member account files have been transferred from Omni to KA Diehl
- TPCA funds are in the process of being transferred to the TPCA Board approved banks
- Maintenance operations have continued without delays. KA Diehl interviewed and hired our existing maintenance staff. This provides a seamless transition and retains the history and depth of knowledge in the daily operation of the Tidewater Community
- Business operations have continued to run smoothly with both the Omni and the KA Diehl staff working together
- An audit of the number of properties within the community was completed
- KA Diehl assessment coupons are in the process on being mailed to owners with delivery scheduled for next week. Complete instructions are included in the coupon mailing
- The KA Diehl administrative staff has been on-site working on the transition since the Letter of Intent was signed on December 16.
As part of our transition, The Board of Directors is hosting a “Meet and Greet” reception to allow TPCA property owners an opportunity to meet the KA Diehl team. The reception will be Thursday, January 5, 4:00 - 5:30 pm at the Amenity Center.
At the reception, the KA Diehl team will be presenting a look at our new TPCA website which is part of our service package. This website allows an owner to view his/her account, revise personal information such as address changes, view community calendars, view TPCA governance documents, access forms, pay assessments on line, make reservations for recreation events, and much more. The new website is targeted to be available for our use by February 1. Our Communication Committee and the IT Committee are working in partnership with the KA Diehl team to design the website to our community needs.

Property Management Transition and Assessment Coupon Update
A Letter of Intent (LOI) was delivered and accepted by the KA Diehl Community Specialist Company on Friday, December 16. On Monday morning, December 19, the KA Diehl team and the Omni team were on site to begin the transition process. The contract is scheduled to be signed on December 30.
The top priorities this first week have been to audit property holdings before issuance of assessment coupons, accounting transition discussions, collections transition discussions, interviewing current maintenance staff and negotiations of a contract with KA Diehl. We are pleased to report, that all of the above items are well underway so that we can make a clean transition effective January 1, 2012.
A key communication this week is to advise you of the status of TPCA/ KA Diehl assessment coupons. This communication does not address any Tidewater sub-association assessment coupons or payment processes. Please contact the Community Manager for the respective sub-association if you have any questions in regards to sub-association assessment coupons or payments.
The 2012 KA Diehl coupons are scheduled to be mailed to each property owner the first week of January. In preparation of the transition, please follow the suggested actions to reduce the chance of payments not reaching the correct address:
- If you pay by electronic check through your bank, please edit the payee address as follows: (note your account number reflected on your new K. A. Diehl coupon)

The first auto draft should be activated for the February 1 payment.

Important Messages for Tidewater Property Owners:
STOP Signs at Plantation Entry Gates
Stop signs were just installed for both the owner’s entry gate and for the visitor’s entry lane at the intersection of Spinnaker and Tidewater Drive. Please watch for turning vehicles at this intersection as drivers turn right or left onto Spinnaker Drive.
Security Message Regarding Access Password Usage:
Over the past few months, we have been requesting that each property owner complete an Access Password form. The purpose for the access password is to ensure that the person calling the gatehouse is a property owner, rather than someone who may claim to be a property owner. The password replaces the lot number as a form of owner verification since lot numbers can be accessed by the general public. Please do not share your password with any family member who is not a resident of Tidewater.
When you call the Tidewater gatehouse to request access for a guest or service provider, you will need to state your access password. If you have not completed this Access Password form, please do so before November 1. The form is available on our owner website at www. Tidewaterhoa.org or in the TPCA administration office.
Beginning November 1, the security staff will ask for your access password when you call the gatehouse for assistance with allowing guests or a service provider access into Tidewater property. The Security officer will input the password in the Community Information database. If the password matches what is on file in the database, this confirms to the security officer that you are the property owner on the call. If the password does not match the database information, you will be told that the password does not match the database. Your request for guest entry or request will be denied. The security staff will not be able to view your password, only input the password you provide into the database for verification.
If you forget your password, please contact our Managing Agent for assistance by contacting or visiting the administration office.
Security Message Regarding Tidewater Vehicle Decals:
This is a reminder to property owners who have not registered their vehicles.
Effective November 1, owner vehicles entering the property without the new Tidewater vehicle decal will be delayed. You will be directed to go to the administration office and register your vehicle.
Currently, any vehicle entering the property with an old decal will be stopped and your name and decal number will be recorded by a security officer at the entry gate. Please follow his/her guidance and go to the administration office to register the vehicle and to have the old decal removed and the new decal installed. An audit of our database is in the process to help ensure that the information on file for you and your vehicles is correct. Please be aware that you may be contacted during the audit to verify information on file. Your cooperation is greatly appreciated.
Our intent is to reduce the risk of anyone entering Tidewater with a decal when in fact they are not a current property owner. The decal could have been left on a vehicle that may have been sold or the person is no longer a property owner.
These safety measures are being implemented to improve our entry system for the safety of you and your property.

Tidewater Credential Distribution Coming Soon!
It is our pleasure to announce that the Tidewater entry gate project has reached the point where we can begin the distribution of new Tidewater decals and RFID tags. Property owners will be able to enter Tidewater properties with a Tidewater decal and only one entry device, an RFID tag affixed to the windshield of the owner’s vehicle.
Plantation Gate: The new entry gate on the Plantation side for property owners will begin functioning with a temporary gate to allow owners to get accustomed to the gate. The permanent gate will be installed after the orientation timeframe is complete.
Bluff’s Gate: the entry gate for the Bluff’s is the same gate with a new reader that requires the RFID tag on the owner’s windshield to open the gate. The placement of the reader is to the right of the gate and requires that a vehicle travel more to the center and to the right in the entrance lane to ensure that the RFID reader can activate the gate opening.
Beach Cabana Gate: the Beach Cabana gate is the same gate with a new RFID reader that requires the RFID tag on the owner’s windshield to open the gate.
The Credential (Decal and RFID tag) distribution will be done by appointment.
Steps to follow to obtain a vehicle credential are as follows:
- Read the Procedure for Vehicle Registration and Installation which provides step-by-step instructions for property owners and management staff.
- Call the TPCA Administration office at 843-663-3500 to schedule an appointment for credential installation. The installation location is the TPCA Administration building.
- Complete a Vehicle Credential Application form for each vehicle that you wish to have registered.
- Complete the Access Password form. The access password is to be used when contacting security personnel to request access to Tidewater for visitors or service providers. The password can be from three to ten (3-10) characters (any combination of alpha and/or numeric).
Example: If you wish to call the Tidewater security number at 249-0909 to request that the Security personnel allow a guest or service provider to enter the property, you are to:
- State your name
- State your password
If the password given to the security officer matches your password on file in the database, the security officer will allow entry. If the password does not match your password on file, the security officer will decline entry. Please do not share your password with anyone to help keep the access system as secure as possible.
A password system is a more secure verification system than the current use of street address or lot number which is available to the general public.
How much are the credentials going to cost me? The new vehicle decal is at no cost to a current property owner. The first RFID tag is at no cost to a current property owner. Each additional RFID tag is issued at a cost of $27.00. Payment must be in the form of a check made payable to TPCA. Cash payment is not acceptable for accounting purposes. For properties with multiple owners, owners must decide who gets the first RFID tag at no cost. The Community management staff will not make that decision. The life of the RFID tag is approximately six years.
What about the FOB? Property owners will continue to use their assigned FOB to enter buildings and amenities within the Tidewater Plantation properties. FOBs will not work to open entry gates after the new credentials have been distributed. (Approximately 45 to 60 days from the first distribution appointment date).
Why the new decal? The current decals allowed property owners to transfer them to other vehicles without damaging the decal or they were left on cars which gives access to Tidewater to non-property owners. This situation has left our databases with inaccurate information and gaps in our entry system. The new decal is destructible and cannot be transferred to another vehicle.
What happens if I do not wish to purchase additional RFID tags over and above the one RFID tag provided at no cost? The decision is the property owner’s decision to make. A vehicle without an RFID tag must travel through the visitor gate at the Plantation side of the property. Security personnel cannot open the Owner’s entry gate manually for owners without RFID tags. To gain access to the Bluff’s gate, an owner without an RFID tag must check in with the security personnel on duty. Entry at the Beach Cabana is limited to RFID equipped vehicles only. Street parking is available.
What if I sell or trade a vehicle? Remove the TW decal and the RFID tag from the old vehicle and return the decal and RFID to the TPCA administration office. If another vehicle needs to be registered, a Vehicle Credential Application form must be completed. There will be no charge for the newly issued TW decal. A new RFID is issued at a cost of $27.00. Payment must be in the form of a check made payable to TPCA.
If the old TW decal and/or RFID tag are not returned to the TPCA Administration office, there will be a charge of $50.00 each.
What if I am a property owner that sometimes travels to Tidewater in a rental car versus my personal car? A temporary RFID tag may be reserved by non-resident property owners for a short term (two weeks or less). Arrangements for the use of the RFID tag are made by contacting the Managing Agent during normal business hours. A refundable Fifty dollar ($50) deposit is required for the use of the temporary RFID tag. If the RFID tag is not returned, it will result in forfeiture of the deposit.
Why do I need an access password? This password is to tighten our security procedures to ensure that unauthorized visitors cannot enter Tidewater Plantation properties. It also provides verification that a caller can be matched to the property owner when requesting assistance from security personnel.
What if I want to change or delete a password? Please complete an Access Password form and submit to the TPCA Administration office.
Where can I get a Vehicle Credential Application or an Access Password Form? Forms accompany this message. They are readily available on the Tidewater Owner’s website or at the TPCA Administration office. Forms will also be available at the Plantation Gatehouse until the end of July.

The Tidewater Board of Directors and Communication Committee occasionally send out time sensitive information to you via email broadcast. We limit the number of broadcasts and send only those that we believe are important to our property owners.
If you are not getting emails from us, please send your name, address, and email address to Communication@Tidewaterhoa.org and we’ll enter it in our property owner’s database.
Tidewater Visitor Registration
All owners who have visitors (cleaning people, service personnel, or just guests) who
need access to the community can pre-register their visitors.

information will be recorded and will then be available on the Gate House computer.
When those guests arrive they will be permitted to enter the property without you calling
ahead or the guard having to take the time to call you for permission for each visit. You
can always add or remove names from your authorized list of guests. The forms will be
available on the web site and at the Administration Building.
How to Update your personal information
To update your mailing address, email address, phone numbers, or to add yourself to the 2012 Directory in our homeowner’s database, please use the following instructions:
- Go To: www.tidewaterhoa.org
- On the left hand side of the page, click on the words ‘click here to update your profile’.
- On the next screen, enter your email address and password in the boxes in the center of the page (the boxes are just above the words “log here for profile update”).
- Click on Log in.
- On the next screen, click on Click to Authenticate. You will immediately be taken to the page where you update your personal information. Correct any information necessary, including the section called TW Primary Phone Book Directory Information and make your updates. When you enter your phone number, do not use any dashes or other symbols; enter the number as a 10-digit string without dashes or parenthesis.
- When you have made the necessary changes, scroll to the bottom of the page and click on Update.
If you cannot make the changes, you can send a note to userupdate@tidewaterhoa.org and provide your updated information to us. You may also send questions or comments to communication@tidewaterhoa.org.
